The lack of economic activity that was once generated by the purchasing power of farms and farm people has led to the disrepair and disintegration of stores and homes and other buildings. It is no wonder that more than 50 percent of the countrys substandard housing is to be found in the rural areas. The people who remain are just as reliable and are just as industrious as ever but they have nothing with which to occupy their productiveness and they lose a little more hope every day. Many of those who have left have become parts of the army of migrants who have flocked to the urban ghettos in recent years. Mr. Speaker. there needs to be no such horrendous waste as this.
