I would like to clarify some of the misconceptions that surround itmisconceptions that are often perpetrated by unscrupulous. nonincumbent candidates for public office. First. a considerable amount of congressional business concerns minor. noncontroversial legislationsuch as building a dam in "Lake Bluff. Idaho." or a private immigration bill. which. to save necessary time. is enacted by means of the consent calendar or a suspension of the rules if twothirds of the House are clearly in favor. Also. a quorum call can be summoned at any time during a debate if a Member feels that less than 25 percent of the Members of the House are present. Even rollcalls are. at times. taken on relatively unimportant. parochial issues in order to enable Members to establish a fat voting record to use at campaign time.
