The citizens of that region. in my judgment. have benefited greatly from this association. and I hope they will always have a very dear spot in their hearts for Senator KENNEDY. I joined him in the effort. but I am the first to say that he espoused it. developed it. and made it come to fruition. Another effort in which we both joined was to allow those persons from Puerto Rico who had graduated from Spanishlanguage schools on the island to vote without taking a literacy test in English. This provided an easier transition and allowed them to vote without a feeling of inhibition that their status as Americans changed because they moved from Puerto Rico to the mainland. This act is a tremendous achievement.
