In sum. there may be very little that can be done immediately to halt the current outbreak of aircraft hijackings. most of which involve people who want to go to Cuba. In the longterm. however. perhaps the prospects for successful action are better. For example. the State Department has told the Cuban Government that the United States is willing to allow Cubans who want to return home to do so. perhaps using the twice daily shuttel flights that are now bringing refugees from Cuba to the United States and returning largely empty. This would provide a legitimate means of return rather than forcing homesick Cubans to resort to illegal methods. such as hijacking. in order to get back. Another even longer range approach involves a careful study of the types of individuals who commit such acts.
