Congress is dutybound to properly advise itself and act should such action be indicated by a review of present laws. treaties. regulations. and policies. In calling for the creation of a special bipartisan joint committee. I want to provide a qualified investigation team to recommend to the Congress what legislative actions. if any. should be taken to close existing gaps in present Federal law. I suggest that the committee study would include. but not be limited to. a review of the following: U.S. immigration laws. passport and visa regulations and procedures. U.S. treaties on extradition. law and agreements covering international police cooperation. and the vulnerability of our international borders and shores. And of more particular Interest.
