The Congress was assured that under the provisions of the new act. Ireland would be able to qualify for about 5.200 places a year. However. it has simply not worked out that way. Irish immigration dropped to about 1.800 in 1966 and 1967. With the 1965 act now fully in effect. the State Department has estimated that the rate of Irish preference immigration during the next year will be only about 600. In the interest of equitable treatment this must not be permitted to happen. The Committee on the Judiciary has had many months to consider a means of remedying this problem.
