The happiness of thousands of people. from a country which has given so much to the United States. is being threatened because of a legislative oversight. We now have the chance to correct our previous mistake. We should take advantage of the opportunity. The late President. then Senator. John F. Kennedy. said of immigration in a floor speech in 1957: Our policy should be generous. It should be fair. It should be flexible. With such a policy we could take up the problems of the world with clear hands and a clean conscience. And the lady in the harbor could hold up her head as well as her lamp. The bill I introduce today corrects a gross inequity in the present immigration law.
