I think there can be no question that the program deserves to be extended. as H.R. 15758 would do. The other two titles of this bill are also important. and must be enacted. Title II would extend the program of health services for migrant farmworkers. This group of about a million workers and their families is an important and essential segment of our population that has been for too long sadly neglected by the rest of our society. The 1962 legislation that first provided the grants for family health service clinics aiding domestic agricultural migratory workers and their families was one of the first measures of recognition of their needs and our responsibility to do something about them.
