Education. and Welfare appropriations bill for fiscal year 1969 which would provide $5 million for bilingual education programs. I am strongly in favor of providing funds for the development and implementation of bilingual education programs for American youngsters who do not speak English as their mother tongue. Farming is one of the most important industries in the congressional district that I represent. Many of the farmers in my district employ migrant agricultural workers at various times throughout the year. Most of these workers are Spanish speaking. as are their children. When these workers are in the fields. their children attend public schools where English is the language of instruction.
