There also is provision for financing the benefits. Any changes in the retirement system. however. must be studied carefully and it is my feeling that if we are going to make any changes at all we should look at the overall picture and act accordingly. rather than proceeding piecemeal. Following is an explanation of the features of my bill: First. premium pay: Many Federal employees. such as agents in the customs. immigration. narcotics. and alcohol tax services. as well as law enforcement employees. consistently are required to work overtime as part of their jobs. Their premium pay for this overtime work is not now considered in computing their retirement benefits. My bill corrects this situation by providing for calculation of retirement benefits on the basis of both regular and premium pay earned by an employee.
