I include in the RECORD a speech given on March 21 by South Vietnams President. Nguyen Van Thieu. I invite the attention of my colleagues to the responsible initiatives undertaken by the Government of Vietnam as described in this radioTV address by President Thieu. These include: major refugee relief programs. reconstruction assistance. strong anticorruption measures. mobilization steps including the drafting of 18- and 19yearolds and the training of civilian volunteers for local defense. upgrading of the Armed Forces and the revolutionary development programs. and significant planning measures. training improvements and administrative reforms. In my judgment. this is an excellent and reassuring speech. The speech follows:
