Mr. President. on November 15. 1967. in Kansas City. Mo.. Primitivo Garcia. a young immigrant from Mexico. was shot fatally as he tried to help a young woman who was being assaulted by a street gang. Young Garcia had come to our country less than a year before. and his fondest hope was to become a U.S. citizen. In furtherance of this desire. he was attending night school to learn English. On the evening of the 15th. he had left school after his class and was standing across the street when he saw the ruffians attack and knock down his teacher who was pregnant.
