Without an adequate supply of water. any increase in population or economic growth in our country is viewed with suspicion and dread by other Middle East countries. Also. the desalting plants would provide a means for agricultural and industrial growth. The refugees would be offered meaningful and full employment. The refugee problem must be solved for there to be any hope of peace in the Middle East. It is anticipated that the desalting plants would be built by an international organization. This international organization would interpose a third party between the belligerent nations and facilitate negotiation and encourage further cooperation.
