A good deal has happened since Arvin and Dinuba were studied and the report made available widely by the Small Business Committee. At the time. we were conducting or initiating reasonably consistent policies. Pressure was mounting to require the large factory farms to pay migrant and imported workers fairer wages. and to provide those workers with decent houping and sanitary facilities. This was an effort to improve the lot of the residents of the Arvintype communities by setting some improved standards of wages. housing. and sanitation for them. and to eliminate the competition of low wage workers with family farmers. At the same time. the old Farm Security Administration was conducting a number of projects intended to increase and strengthen family agriculture.
