I am pleased to be a cosponsor of the measure introduced today by the Senator from Massachusetts which would require commuter aliensthe socalled green cardersto be regularly certified every 6 months by the Department of Labor that his presence in this country to seek work does not adversely affect the wages and working conditions of American workers. I think the colloquy I have had with the distinguished Senator from Massachusetts clarifies the matter and helps also to put the legislation in proper focus. My State has faced a long history of poverty and disadvantage along the TexasMexico border.
