The first provision sets a freeze at the present levels on Federal assistance to the States for AFDCaid for dependent children. This means that the States to which the poor and underprivileged flock in search of opportunity will be penalized. New York. for example. would like to have jobs available for every migrant into the State but. when there are no jobs. it cannot let people starve. This bill will deny New Yorkand similar responsible Statesall further grants of funds for this kind of welfare assistance. This measure is obviously directed against the industrial. urban States. while leaving unaffected those States with normal outmigration.
