Again there is the danger of a greater number of people moving into Pennsylvaniato the large cities. if history is a guidefor the Commonwealth pays more than three times as much per family as some other States. A relief incentive system could give migrating families proper direction. It would detour migrants from the big cities and enable them to settle down in localities where subsistence would cost less and where work opportunities would be greater under a program of Federal cooperation. Congress and all responsible Federal officials should watch closely the decision of the Supreme Court. for If It upholds the lower courts we are all going to be in for greater difficulties. Meanwhile. it is time for the Government to come up with a sensible longrange program.
