Mr. President. on Tuesday. a hero died in Kansas City. Mo. He died of a bullet wound received not on the battlefield. but in the streets of one of our major cities. He died because he came to the aid of a fellow citizen. This hero was Primitivo Garcia. a young immigrant from Mexico. On November 15. he attended a naturalization class in Kansas City. On leaving the school he observed a group of youths attacking his teacher. Young Garcia refused to stand by and disregard the assault which has happened far too often in this country. Rather. he unselfishly rushed to his teachers aid and in the struggle he received a fatal wound from a .22 caliber weapon.
