Session #90 · 1967–69

Speech #900167932

This is the housing into which millions more are crowded who have come to the cities seeking jobs and opportunities in this decade. The United States has long had the shame of the slums on its record. But the slums of the 1960s are in many ways worse than those we have known before. No longer is the slum a way station for a generation of immigrants. As the need for a good education has grown and the number of jobs available to the unskilled has declined. the slum has become a trap where generations repeat the cycle of poverty. The visible. tangible symbol of this trap is substandard housing.
