Mr. Chairman. I would like to give the gentleman a situation that happens virtually every day from California to the Gulf of Mexico. The border patrolman or the Immigration Department people come to a home and ask. "Do you have an alien working here who does not have a proper passport?" Of course. they do not follow through with an explanation. They ask. "Do you have a wetback living here?" And the employer says. "No. I do not." It could be at a home. a business. or on a farm. When the person says. "No. I do not." does he not come under this law and become subject to 5year imprisonment or a $5.000 fine?
