Mr. President. for the past 8 weeks. the General Accounting Office has been conducting an investigation of the civilian health and casualty and the refugee programs in South Vietnam. Today. the director of the GAOs International Division testified as to the findings of the investigation thus far. I believe the GAOs reports reveal a shocking failure in the socalled second phase of the war in Vietnam and the effort to gain the support and allegiance of the people in that belabored country.
