Session #90 · 1967–69

Speech #900138893

President. some countries are giving substantial assistance to the Republic of South Vietnam. But other countriesmany other countriesare not. I would hardly attach any great significance to Ecuadors sending $2.000 worth of medical supplies. or Guatemalas gift of 15.000 doses of serum. or a Honduran contribution of $8.000 worth of drugs and drygoods. or a Turkish gift of $2.000 worth of medicine. or a Laotian donation of $4.000 for flood relief 2 years ago and a "small cash donation for refugees in 1966." As for the "other assistance" mentioned both In the State Departments memorandum of April 1967 and the memorandum inserted in the RECORD on October 5. it seems to me to reveal a rather desperate state of affairs when it is necessary to list the contributions made by Ireland. Israel. Norway. and Pakistan to assist "flood victims." in someif not allcases the victims of floods which occurred several years ago.
