I believe. quite honestly. that in the administration of these large sums of money. much improvement could and should be made immediately. One improvement I strongly recommend is close cooperation between the Federal OEO and the Governors of the several States. The recommendations of the State OEO to the Governor must be concurred in by the Federal OEO. because. as I pointed out in my opening remarks. they are the people in a position to know the actual and practical needs and they should be the people with firsthand knowledge and information and experience- to know how best to take care of the needs of the migrants.
