This Commission is already in being and in business. and it can be used to carry out the plan I have in mind. The immediate need in a disaster Is to save life. and this has already been done. After that. refugees must be given shelter. food. and medical care and such other essentials as may be required. But this is only the beginning of work that must be done In a disaster area. and this has been done in this case. I propose that the President of the United States suggest to the President of Mexico that the Joint United StatesMexico Border Development Commission be assigned the task of rebuilding the border areas which now lie in ruin and disaster as a result of Hurricane Beulah.
