Session #90 · 1967–69

Speech #900130327

He remained 1A status until June 1953 at which time he was classified 5A. which is the classification given to those above draft age. On April 11. 1968. the U.S. District Court denied his application for naturalization pursuant to the technicalities of section 315A of the Immigration and Nationality Act because of his initial signing of form SSS 130. This judgment was affirmed on appeal. Mr. Gilligan has obviously adopted the United States as his country and his home. yet he cannot become an American citizen without the assistance of special legislation in his behalf because of this technical application of the Immigration and Nationality Act of 1952. The lack of U.S. citizenship among other things deprives him of the opportunity to take the Missouri CPA examination for which he is otherwise qualified.
