I have voted to help rural America. but I think it is time now that rural America recognize that there is reciprocity involved. that Congress cannot continue to take Government assistance as a oneway street. The Federal Treasury is more than one big rural subsidy. Despite the welladvertised crisis in the cities. the money spent for rural needs Is today totally disproportionate to urban expenditures. The cities. after all. are receiving the uneducated. untrained. migrants from the rural areas. It is the cities which must compensate for the shortcomings in education and training they received in rural America. It is the cities which must find these people jobs.
