Session #90 · 1967–69

Speech #900102067

Mr. Speaker. on Monday of last week I introduced H.R. 11952. which is designed to amend the Immigration and Nationality Act to allow the Secretary of State to compile and publish a list of areas under foreign jurisdiction into which American nationals may travel only with authorization from the Secretary. This measure I have introduced is identical to legislation I sponsored during the 88th Congress and represents the sixth passport bill I have introduced since 1958. Mr. Speaker. it is evident to me. and. I believe. to other Members of the House. that there exist from time to time world conditions which make it contrary to the national interest and a serious impediment to the realization of the foreign policy objectives of the United States for U.S. nationals to enter certain foreign lands.
