Education. and Welfare. established that the paramount needs of the Cubans is permanent residence. Consequently the committee unanimously agreed to recommend the latter proposal. that is. the date of the approval of the application. The granting of permanent resident status. by enabling many refugees to more fully utilize and improve their skills. would further American policy objectives: by further demonstrating the desire of the United States to play a full and sympathetic role as a country of asylum to refugees for communism and by enabling the United States to benefit more fully from the skills and experience of the refugees. The granting of permanent resident status would be helpful to the Federal Government in reducing Federal expenditures on behalf of the refugees. Although Federal responsibilities would not be automatically terminated by the enactment of such legislation. it would hell) reduce Federal expenditures more rapidly and would provide a legal basis for moving toward the eventual termination of the Federal program. The refugees from Cuba have settled in each of our 50 States. They are attempting to reestablish their families and adjust to a new life in this country. I urge approval of this legislation.
