The Judiciary Committee has 16 members and the chairman has 1 vote. There is no reason in the world why the bill should not follow the normal legislative process. that we have hearings in the subcommittee. that we have consideration in the subcommittee. and that the full committee consider it and give the Senate the benefit of their report. That has not been done. The chairman wishes it were possible to impose his will on the Judiciary Committee. but nothing could be further from the truth because there have been a great many measures come out of the committee to which I have been opposed. Last years immigration bill was one.
