The true figure may lie somewhere In between. but it Is important to know where. and in what countries. and. more difficult. for what reasons. Nor are our statistics much better for doctors. or other professional groups. The Immigration and Naturalization Service can make an important contribution here. It Is the only agency which keeps records on all of the individuals who come to the United States. It has already furnished some valuable information on students adjusting their status to permanent resident. But more is clearly needed. We need the figures on adjustment of student status over a much longer time period. as well as adjustment of others on temporary visas. We need a breakdown on skilled immigrants by profession from each developing country. something which Is not now available. I hope that INS will find it possible to undertake these tabulations. Research on the underlying causes must be undertaken mainly by private scholars. and much of this is already underway.
