Mr. President. Mr. Peper is from New Rochelle. N.Y. He reently spent 5 weeks in Vietnam studyng refugee problems. As Mr. Peppers tatement makes clear. by far the maority of present refugees in South Vietaam have been rendered homeless by American military action. and by far the najority of hospital patients. especially hildren. are there due to injuries sufered from American military activities. The plight of these children. and the iuge burden they impose upon physical facilities. has been almost totally ignored by the American people. Yet Mr. Peppers statistics make it evident that the population of South Vietnam is nearly half under age 16. and that the breakdown of family life which. the war has caused will bring adverse repercussions for decades to come.
