To every man we give the chance to achieve whatever hope his manhood and his ability can combine to make him. This which we give him is the promise of America. I want to express sincere and genuine gratitude from the Service to all the Federal Court clerks for your past and continuing help in the naturalization process. I voice the hope that with your continued cooperation we may in the troubled climates of the world today add to the goodwill. understanding and compassion which these new citizens will contribute to the wealth of our nation. I close my remarks with pride in the realization that we stand and serve together to achieve a better American citizenry.
