This simple principle of elementary justice is the bedrock on which our entire democratic society rests. For generationsindeed. centuriesall the blessings of liberty and freedom were enjoyed by the great majority of our people. As successive waves of immigrants of different ethnic origin flooded the shores of our country. they were absorbed into our democratic lifestream. They furnished the hard work and the skills which built our great country and. in turn. they enjoyed the blessings of liberty and equal opportunity which our forefathers envisaged when they forged our Constitution. But all of us with any conscience have always been concerned that a minority In our country. through poverty and through inadequate education. is deprived of the right to enjoy the fruits of freedom which are the very essence of America.
