Session #89 · 1965–67

Speech #890235462

The volatile nature of the regions political situation requires us to give careful scrutiny to the measures provided for in H.R. 15750. First. I would like to commend the Committee on Foreign Affairs for reporting out a bill which includes a provision that further U.S. contributions shall not be made to the United Nations Relief and Works Agency unless the Agency takes all possible measures to assure that no part of the U.S. contribution shall be used to furnish assistance to any refugee who is receiving training as a member of the Palestine Liberation Army. Over the last 17 years. the United States has contributed nearly 70 percent of UNRWAs budget. and it is entirely Inappropriate for those funds. or any U.N. funds. to be used to aid an organization which has as a stated goal the destruction of a U.N. member state. This is especially so in the case of the Palestine Liberation Army. which is dedicated to the destruction of Israel. the bastion of democracy in the Near East.
