This will enable AID to continue to increase its use of private American skills and talents. In the particular area of supporting assistance to Vietnam. this bill goes far in satisfying the needs of our foreign policy. Funds will be used for rural reconstruction directed toward village development. refugee relief. and other essentials. We are taking strong steps to enable the Vietnamese economy to withstand serious inflationary pressures which could endanger basic political stability. We are also considering today a proposal for continued support of the valuable development assistance program of the United Nations.
