The civilian hospitals we visited are deplorable. In one Province of a half million people. there was only one hospital which had only two doctors. There is almost no sanitation. People are two and three to a bed. The Seabees are at work constructing a surgery. and we are making efforts here. but more must be done. The public health problem in Saigon isa tremendous one. With over 1 million refugees flowing into that city. the garbage and sewage disposal problems are tremendous. This is an area in which we must work harder. I. too. am convinced there will be elections.
