As our population grows. and our food commitments to other countries of the world increase. the pressures on the United States to increase food production will grow accordingly. Yet. it is apparent that the manpower reserve for growing and harvesting our crops Is diminishing. The migrant stream is being dried up as industry continues to attract and absorb available manpower. In my own district the New York State. for example. it has become increasingly difficult to obtain workers to harvest the fruit crops. Even those who do come north as migrants quickly leave the farms as they find opportunities in industry. This same situation Is repeated elsewhere throughout the country. As I was told by a top official in the Department of Agriculture: The era of food surplus in this country is history now.
