Session #89 · 1965–67

Speech #890203399

Mr. President. in recent weeks there has come to my attention the case of a Cuban refugee couple now in Mexico City whose minor child is in the United States. The parents are unable to qualify for immigrant visas because of the labor certification requirement of the Immigration and Nationality Act Amendments of 1965. As Senatorsknow. Cuban refugees who proceed directly to the United States are .not required to have this labor certification. On March 22 1 asked the Department of State for a report .on the number of Cuban refugees residing in other countries whose applications for immigrant visas are being blocked because they cannot meet the labor certification requirement. I inquired also as to whether the Department was considering the possibility of some relief in these cases. I have received a reply from Assistant Secretary of State Douglas MacArthur II. dated April 19. and I ask unanimous consent that it be printed at the conclusion of my remarks.
