Session #89 · 1965–67

Speech #890199882

If the Dirksen amendment were adopted. most malapportioned legislatures would probably follow tradition: division based upon geography. Yet there is no reason to believe that such a division would provide a more effective representation than a division based upon occupation. income. education. etc. For example. there are approximately 2 million persons who are foreign born or have foreign born parents. and one million college graduates. Using the Dirksen logic. should they not also have a disproportionate say in the legislature? A house apportioned on some basis other than population would not only provide a check on its companion body. but would have a virtual veto as well.
