Mr. Speaker. I have today introduced a second bill to amend the Immigration and Nationality Act to treat applications filed before December 1. 1965. under the provisions of the former law. The effect would be twofold. First. the applicant would not have to return to his native country to obtain an immigrant visa. Second. he would not be required to meet the immigration standards of the new law. Many of those who filed before December 1 are not able to secure the required certificate from the Secretary of Labor. Mr. Speaker. I hope that we will be able to act on these amendments expeditiously. They are in keeping with the spirit of justice and equality which prompted President Kennedy and President Johnson to recommend the new Nationality and Immigration Act to the Congress. In passing this law. we certainly did not intend to adopt provisions which would discriminate against prospective immigrants from Latin America. We intended that all prospective imnmigrants be treated equally. The enactment of my two amendments will put the Latin American Immigrant on exactly the same footing as the Immigrant from any other country in the world. Mr. Speaker.
