But because of the vagaries of nature. we have never been blessed with dependable and adequate moisture during the critical growing season to realize fully the great potential of our wonderful soil. In the 2d session of the 88th Congress. we passed Public Law 442. which requires that all further construction on the Missouri River Basin project be separately authorized.
