Session #89 · 1965–67

Speech #890183105

excellent stewardship of complex legislation has been demonstrated many times. The 89th Congress has already passed landmark legislation in civil rights. immigration. and presidential succession which came from the Committee on the Judiciary so ably chaired by the gentleman -from New York. This is an important day for me and for my esteemed colleagues from the State of California. There is overwhelming support among our delegation and it is bipartisan. We have long recognized the serious need in California for additional Federal judges and for the creation of two additional Federal court districts. I am particularly happy that the Judicial Conference of the United States took cognizance of the bill which I introduced in the beginning of this Congress.
