Session #89 · 1965–67

Speech #890180764

The Vice President emphasized that the recent Honolulu conference was a turning point because there a determination waE reached that we should not only continue to wage the military struggle against the Vietcong and the North Vietnamese but at Honolulu we committet ourselves to carry on another wai against misery. hunger. illiteracy. poverty. and disease throughout South Vietnam. I came away from this briefinE convinced that we have an aggravatec problem to deal with in South Vietnan that ranks almost equal in importance t( our military effort to stop the Communis aggression. The funds authorized by this bill ar for such worthwhile projects as port ex. pansion. refugee relief. and rural recon. struction. Who can say these activities t are anything but just another face of the war. Along with many others I have t opposed foreign aid consistently and re- t peatedly over the past several years.
