When a nation is at war then it becomes mandatory we make every effort to win that war. I consider this bill an integral part of our effort to achieve peace in Vietnam. In my mind these funds are essential to the success of our operations in Vietnam. I am convinced that to withhold such funds would mean a lessening of our chances of success. These funds are for import financing. for rural construction. for port expansion. for refugee relief. and for development. They have equal importance with our military effort itself. The casting of this vote does not mean I have changed my view concerning many aspects of foreign aid.
