I. too. want to compliment those Members on the other side of the aisle who have recognized that support of our country and support of the President in these difficult days does require that we join together at times like this with the objective of backing up our men in uniform and our civilian administrators who are in the field in southeast Asia and at the same time helping to strengthen the social fabric of our friends in South Vietnam. It is particularly important in considering this legislation to see just what it does in its significant sections. Mention has already been made of the $175 million that would go for the financing of additional imports. but it is in the $100 million section. I think. that most of the impact resides. This section affects people. It involves refugee relief. It involves activities to improve conditions in rural areas. It involves the provision of doctors and nurses and medical teams.
