Session #89 · 1965–67

Speech #890167447

The Asian Development Bank. however. without deserting present American policy. would operate on the sounder principle that mutual participation between interested parties leads to more constructive action toward goals desired by those involved. The United States is not being asked to underwrite the major part of this project. rather we are being asked to commit ourselves to only 20 percent of the funding of this Bank. One of the Asiatic countries standing to benefit from this project--Japanitself will match our investment. and in fact 65 percent of the Banks capital is to be subscribed by Asians. Surely this is selfhelp at its best. Countries as diverse as Afghanistan and Samoa.
