Session #89 · 1965–67

Speech #890163121

Two pieses of legislation can be called "Acts of Conscience." One is the historic Voting Rights Act. In this we offered the power of the Federal Government and the authority of the Constitution to guarantee that every American may exercise his birth rightto cast freely a secret ballot. Secondly. in the amendments to the Immigration Act we returned to this countrys proud. traditional role as the haven of the oppressed. Because of this the Statue of Liberty stands a bit taller. Let us bear in mind that we were able to appropriate the moneys for these extensive housekeeping tasks. and yet reduce taxes.
