This bill also authorizes the Federal Government to subsidize rents for families paying rentals in excess of a certain percentage of their income. Immigration and naturalization: Amending the national origin quota systems in immigration. the new law provides for admission of immediate relatives of American citizens and fixes the annual limit of 170.000 from all former quota countries. 120.000 from the Western Hemisphere. giving preference to persons with skills and professional abilities. Farm subsidy program: The new agricultural bill will provide for an increase in wheat subsidies of 15 cents a bushel although it will lower the support on next years cotton crop from 30 cents to 21 cents a pound.
