We authorized almost $2 billion for an expanded antipoverty program. and toward the end of the month the House passed another controversial measure. voting to repeal section 14(b) of the TaftHartley Act. In August we authorized $3 billion of aid to the States for the Interstate Highway System. and a $3.25 billion program for public works in economically depressed areas. In the same month we passed an agriculture bill providing a 4year program of price supports for wheat. cotton. wool. dairy and feed grains. and passed a major measure liberalizing the immigration laws of the United States of America. Early in the year the majority leader in the Senate. Senator MIKE MANSFIELD. of Montana. had predicted confidently but optimistically that Congress would be adjourned by Labor Day.
