The rate of entry of Cuban refugees into the United States should not exceed the rate of relocation. Eighth. Finally. no agreement should include any terms or conditions which in any way could be interpreted as an agreement on the part of the United States that we are relaxing our position against Castro and his government or which will in any way permit him to propagandize his image as humane. and his government as one of the interAmerican family of respectable nations.
